Duties

The USGS Office of Science Quality and Integrity is seeking a social scientist to help develop policy, processes, training, guidance, tools, and software applications to apply the Common Rule to USGS science involving human subjects. The incumbent will help establish and administer an Institutional Review Board. Additionally, the incumbent will design survey questionnaires and analyze responses relevant to the USGS mission.

This is an exciting opportunity to be on the ground floor of organizational change and improvements that will impact USGS science. The USGS Office of Science Quality and Integrity is a dynamic office with staff across the country supporting all corners of the USGS in the broad areas of science quality and scientific integrity.

As a Staff Scientist within the Office of Science Quality and Integrity, some of your specific duties will include:

  • Works across organizational and functional boundaries to address critical needs; must be able to manage and prioritize timelines across multiple programs working with different functional and organizational leads; plans and carries out assignments with basic directions, using creativity and ingenuity to develop novel solutions and products; resolves most conflicts that arise; coordinates work with others across organizational and hierarchical boundaries and levels; interprets policy and regulatory requirements.
  • Supports programs and strategies to address and accomplish the critical needs of ensuring scientific quality and integrity. The incumbent is responsible for advancing the health of the USGS science strategy by ensuring that the quality and integrity of our science is monitored.
  • Works with OSQI Program Managers to support program needs that may include database management, regular written communication to a range of USGS staff (scientists, Center Directors, HR), training support, document management, and program logistics. Provides support for briefing papers, presentations, development and implementation, and technical analysis of developing programs.
  • Co-leads teams of subject matter experts to reach a consensus toward bureau priorities. Serves as the exec sec for diverse teams to organize and facilitate meetings and discussions toward consensus decision-making. Synthesizes ideas and concepts into concise, clear, and cohesive products (e.g., slides, white papers, bullet points) for high-level officials in the USGS.

Successful candidates for these positions must be willing to learn new subject matters, work independently to synthesize a breadth of information for consumption by diverse audiences, be able to quickly shift work priorities to accomplish emerging needs, use questioning and influence to guide discussions, be adept at multiple levels of effective communication (i.e., written, verbal, presentation), be willing to take on any task no matter how big or small, manage multiple priorities simultaneously, and be open to conflicting opinions and ideas.

Qualifications
Basic Education Requirements for 0101 Series:

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

For GS-12:

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-12 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-11 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include applying social science theory and methods in the context of Human Research Protection program to meet the requirements of the Common Rule; experience managing peer review processes; designing and conducting social science research projects involving survey questionnaire design, quantitative data analysis, and designing sampling methods to collect data from or about human subjects (generally relevant to the USGS mission); experience creating and delivering presentations to scientific and technical audiences and publishing peer-reviewed reports/articles in the context of social science.

For GS-13:

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-13 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include applying social science theory and methods in the context of Human Research Protection program and Institutional Review Board (IRB) administration to meet the requirements of the Common Rule; experience managing peer review processes; designing and conducting social science research projects involving survey questionnaire design, quantitative data analysis, and designing sampling methods to collect data from or about human subjects (generally relevant to the USGS mission); experience creating and delivering presentations and training to a variety of audiences from scientific and technical audiences to non-scientists; publishing peer-reviewed reports/articles in the context of social science and performing peer-review of analogous reports/articles; experience working in the context of sensitive or marginalized populations.
