Duties
  • Manages the District employee recruitment and workforce development program.
  • Provides expert advice and consults with managers and technical staff to develop technical input on workforce management, staffing, and recruitment policies and procedures.
  • Assists management in the oversight and coordination for succession planning, training, and comprehensive career development.
  • Provides assistance to all levels of management in the form of organizational management assessments, staffing, recruitment/outreach, and troubleshooting hiring actions.
  • Makes evaluative analysis of new or established programs, such as trend analysis, performance and metric indicators, operating procedures, and staffing and resource estimates.
  • Coordinates with, and leads teams related to hiring and recruiting efforts. Develops strategic recruiting plans and applies quality and improvement initiatives to the existing recruitment program.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience to qualify as a GS-12: One year of specialized experience which includes: 1) Human Resource Management proficiency to assist and advise management in the administration of human capital and personnel matters (i.e. recruitment strategies, workforce planning);
2) Communicating both orally and in writing adapting to differing approaches and circumstances; 3) Using analytical skills and methods to solve workforce and business problems (i.e. staffing, classification, recruitment and/or retention); 4) Using statistical methods and techniques to prepare trend charts, presentations, briefings using computer applications; 5) Interpreting and applying management planning, programming, and budgeting principles, practices, policies and regulations to prepare long and short-range recommendations; 6) Representing an agency by conducting and organizing outreach activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
